People's participation in the process of development is indispensable for creating a vibrant and meaningful democracy. Democracy becomes meaningful only when it enables people to demand and enjoy their rights-a phenomenon that gets manifested in peoples' active participation in the delivery of public services, democratic processes and decision making. In this regard, the commitments made by the governing bodies at all the levels of governance have to be reiterated and re-examined, so that democracy becomes a reality rather than a mere rhetoric .
